Shared Governance

Coppin State University’s Shared Governance Committee is a participatory, advisory committee charged by the president with supporting the university’s mission. The CSU Shared Governance Committee provides a collaborative avenue through which the constituent groups advise the university’s president on matters of policy and assist in the development of procedures. The responsibility of the CSU Shared Governance Committee also includes monitoring and overseeing the implementation of policies and procedures.

Our Shared Governance Committee fosters trust and collaboration by recognizing and appreciating the expertise and contributions of every individual group. Involving our faculty, staff, and students in decision-making processes creates a culture of respect and inclusivity, fostering a positive and supportive working environment. This approach encourages strong relationships and a shared dedication to Coppin State’s mission and vision.

University Shared Governance Council By-Laws

For each Shared Governance Council (SGC) the following set of By-Laws will serve as the foundational governing policies. Committees and subcommittees may adopt additional by-laws as the respective committee deem appropriate. The foundational by-laws which shall be consistent with each committee, subcommittee and/or advisory committee shall include the following:

• The use of proxies is not allowed for voting on final committee recommendations (at the Shared Governance Council, committee and/or subcommittee levels). If necessary, the governance committee can introduce alternative voting options, like electronic voting, with the approval of the chair of their respective council or committee.
• Appointed Shared Governance (committee and/or subcommittee) members will serve a two-year term, at the discretion of the chair, if the committee member is not in an elected position.
• All subcommittees’ by-laws are subject to approval by the University Shared Governance Council and shall be communicated to the university community via the Coppin State University Shared Governance website.

Committee Recommendations

Any member of any constituent group or any person at Coppin State University may introduce a policy proposal or other item into the appropriate SGC. Upon introduction of the item to the chair of the SGC, the chair of the committee may:

• Place the item on the committee’s next available meeting agenda
• Return the item to the person or group with notice that the item is not a SGC concern
• Route the item to the appropriate subcommittee, or
• Inform the person or group that the item(s) needs further development before being introduced in the SGC.

Committee recommendations may be forwarded to the appropriate person or committee with a vote of support, a vote not to support, or a vote of “no action.” A 60 percent majority of the committee members with be required to forward a recommendation. All other voting within a SGC subcommittee will be by simple majority of all voting committee members.

All approved recommendations shall be communicated to the university community via the Coppin State University website.

Amendments

The University Shared Governance Policy will be the responsibility of the University Shared Governance Council. This council will receive recommendations for amendments to the University Shared Governance Policy. To amend this document will require a two-thirds approval of the SGC membership.
